Chop the green, red, and orange bell peppers as well as the white onion into small pieces.

Heat oil in a large pan over medium-high heat. Add the chopped peppers and onion and sauté until tender, about 5 minutes. Remove from the pan and set aside.

In the same pan, add ground beef and cook over medium-high heat, seasoning with salt and pepper. Break apart with a spatula and brown thoroughly, draining excess fat if necessary.

Return the cooked peppers and onion to the pan with ground beef. Add cream cheese, ketchup, Worcestershire sauce, garlic powder, water, salt, and pepper. Stir well and cook over medium heat until the mixture thickens and bubbles, about 7 minutes.

Turn off the heat, scatter shredded mozzarella or provolone cheese over the mixture, and stir until fully melted and evenly combined. Adjust seasoning with salt and pepper if needed.

Toast hamburger buns if desired. Spoon the hot cheesesteak mixture onto buns. Optionally, top with additional shredded cheese. Serve immediately.
