Whisk sugar, cocoa powder and salt in saucepan.

Gradually whisk in 1/2 cup cold milk until cocoa dissolves.

Add remaining milk and vanilla, simmer 1-2 minutes while whisking.

Remove from heat, stir in chocolate chips until melted.

Warm gently if needed to melt chocolate, serve with desired toppings.
